JOINT ACTIVITIES WITH THE SYSTEM OF FREE SECONDARY LEGAL AID HAVE BEEN STARTED
On 23-24 July, 2015 as a part of activity supported by the project "Ukrainian initiative to
strengthen public confidence (UCBI) and financed by USAID, Center of Legal Information and
Consultation ACF "GORENIE" had been arranged a two-day working meeting for
representatives of the Departments of Justice of Dnipropetrovsk region.
Two parallel moderated discussions had been organized. Participants discussed the main
problems concerning access to free legal aid of internally displaced persons and participants of
the antiterrorist operation during this event. It has been worked out mechanisms to ensure
appropriate access of target groups to legal aid, which will be implemented as a pilot project in
During the joint discussion deputy director of the Coordinating Center of secondary legal aid
Vitaliy Baev and director of the Regional Centre of secondary legal aid in Dnepropetrovsk
region Ludmila Yatsuba underlined importance of cooperation with public associations and
charitable organizations which help to provide free legal assistance.
For the development of such cooperation, it was signed the memorandum of cooperation ACF
"GORENIE" , Regional Center of free secondary legal aid and local centers of free secondary
legal aid. According to the signed document, the parties will join their forces to ensure access to
legal assistance for people in need and create a system of referral of cases in which the primary
legal aid in Dnepropetrovsk region will be providing by the lawyers of ACF "GORENIE" and
the secondary legal aid – by the Centers of free secondary legal aid.
The second day of the event was dedicated to the training "Legal and psychological aspects of
working with internally displaced persons". Participants were presented novels of legislation
devoted to internally displaced persons, acting models of solving various issues arising during
the resettlement and peculiarities of interaction and building constructive relations with
internally displaced persons.
